Sept. 19:<\/span> <\/strong>At UN General Assembly\u2019s first-ever Summit for Refugees and Migrants, which opened in New York, USA, world leaders adopted \u201cThe New York Declaration for Refugees and Migrants\u201d which expresses the political will of world leaders to protect the rights of refugees and migrants.

<\/div>
<\/div>\n

What are the commitments?<\/strong><\/span><\/p>\n

These include, to:<\/p>\n

    \n
  1. Protect the human rights of all refugees and migrants, regardless of status. This includes the rights of women and girls and promoting their full, equal and meaningful participation in finding solutions.<\/li>\n
  2. Ensure that all refugee and migrant children are receiving education within a few months of arrival.<\/li>\n
  3. Prevent and respond to sexual and gender-based violence.<\/li>\n
  4. Support those countries rescuing, receiving and hosting large numbers of refugees and migrants.<\/li>\n
  5. Work towards ending the practice of detaining children for the purposes of determining their migration status.<\/li>\n
  6. Strongly condemn xenophobia against refugees and migrants and support a global campaign to counter it.<\/li>\n
  7. Strengthen the positive contributions made by migrants to economic and social development in their host countries.<\/li>\n
  8. Improve the delivery of humanitarian and development assistance to those countries most affected, including through innovative multilateral financial solutions, with the goal of closing all funding gaps.<\/li>\n
  9. Implement a comprehensive refugee response, based on a new framework that sets out the responsibility of Member States, civil society partners and the UN system, whenever there is a large movement of refugees or a protracted refugee situation.<\/li>\n
  10. Find new homes for all refugees identified by UNHCR as needing resettlement; and expand the opportunities for refugees to relocate to other countries through, for example, labour mobility or education schemes.<\/li>\n
  11. Strengthen the global governance of migration by bringing the International Organization for Migration into the UN system.<\/li>\n<\/ol>\n

    What will happen next?<\/strong><\/span><\/p>\n

    The New York Declaration also contains concrete plans for how to build on these commitments:\u00a0<\/p>\n

      \n
    1. Start negotiations leading to an international conference and the adoption of a global compact for safe, orderly and regular migration in 2018. The agreement to move toward this comprehensive framework is a momentous one. It means that migration, like other areas of international relations, will be guided by a set of common principles and approaches.<\/li>\n
    2. Develop guidelines on the treatment of migrants in vulnerable situations. These guidelines will be particularly important for the increasing number of unaccompanied children on the move.<\/li>\n
    3. Achieve a more equitable sharing of the burden and responsibility for hosting and supporting the world\u2019s refugees by adopting a global compact on refugees in 2018.

      Key Points from CJP\u2019s Speech on the start of the New Judicial year 2016-17<\/strong><\/span><\/p>\n

      1. The Constitution had specifically mentioned duties and jurisdiction of all the institutions, hence all were required to discharge their duties within the limits of law and the Constitution in order to ensure good governance in the country.<\/li>\n
      2. Keeping in view the changing social and economic situation of the country, it was imperative for all the institutions of the country to move forward with mutual consensus in order to cope with the challenges facing the country.<\/li>\n
      3. Keeping in view their constitutional obligation, they cannot shut their eyes and wherever there were violations of fundamental rights, it was mandatory for the courts to intervene and to ensure protection of fundamental rights of the people.<\/li>\n
      4. The country is facing terrorism, although some foreign elements were involved in the incidents of terrorism but to somehow these foreign elements have also the support from local as well. Unfortunately, some political parties support terrorists for personal interests.<\/li>\n
      5. In Karachi and Balochistan law and order cases, the court had mentioned that links of some insurgent elements were found with some political and religious parties which should be discouraged at the earliest while tackling the issue of terrorism.<\/li>\n
      6. Not only the lawyers community, but the courts were also facing terrorism as when the courts take up the cases of terrorism and begun to punish insurgents, terrorist and their supporters, the judiciary was frightened and subjected to terrorism.<\/li>\n
      7. Quaid-i-Azam did not seek to turn Pakistan into a secular country.
